Port Blair, Jan 09: A three days Training of Trainers (ToT) Program on ‘ Rural Development and Youth’ organized by Rajiv Gandhi National Institute of Youth Development (RGNIYD), Sriperumbudur in collaboration with JNRM began here today at Jawaharlal Nehru Rajkeeya Mahavidyalaya. Port Blair, on January 4, 2018-
While delivering in the inaugural address Prof. Madan Mohan Goel, Director, RGNIYD said that to ensure placements, reduce poverty and pollution (3P), we need to promote proper, productive and practical (3P) use of hands, head and heart (3H) as real education in India including rural areas. “The higher voting rate in rural areas with more per capita consumption and income than urban areas reveals strengthened democracy which is good indicator but deserves to be made better, the Director, RGNIYD opined. To eliminate (not alleviate only) rural poverty, we need to adopt concrete plan of action for the careless and useless manpower who are to be made careful and useful to the society, he added.
Prof. Inderjeet Singh Sodhi, Professor (Public Administration) and Head, Department of Local Governance, RGNIYD, focused on various programmes and schemes of Rural Development as well as capacity building of Rural development and also about the 3 days ToT Programme in brief.
Earlier, Dr. N. Francis Xavier, Principal of JNRM, welcomed the guests present on the occasion. Dr.Swapan Kumar Biswas, Associate Professor and local coordinator of the ToT, proposed vote of thanks to all the dignitaries, delegates and participants.

At the end of the inaugural function all the guest and participants were invited for a photo session which was followed by a high tea at the stack room and thereafter they were asked to proceed to seminar room for the technical sessions.
The first plenary session was chaired by Dr. R.N Rath Principal (Retd.) MGGC,Mayabunder, and OSD Law College.The first speaker of this session was Dr. Santosh Kumar Jha,NSS Officer JNRM who presented his paper on Swacch Bharat Mision –Role Of Youth who acquaint the gathering with the knowledge on how far the Swacch Bharat Mission attained success in various rural areas of our country till date. He also spoke on how we can do wonder creation from waste to wealth. He further adds to his talk on how, many places in India like Himachal Pradesh,Haryana and many others proved themselves free of open defecation ,he also said that many eminent bollywood stars,cricketers are also involving themselves in Swacch Bharat Mission indeed called as Swacchagrah like the Satyagrah –the one made by Mahatma Gandhiji.For an instance “Darwaza Bandh Abhiyan” made by Amitabh Bachchan and “Toilet-Ek Prem katha” by Akshay Kumar.He also gave example of how a single soul made a bold step like a 11yr old girl of Jamshedpur made toilet on her own expense and 18yr old Bilal Dal of Srinagar how by collecting plastic waste near the valley he was earning for his livelihood and indeed now stands as an Ambassador of Swacch Bharat Mission at Srinagar.

The 2nd session was chaired by prof. Dr. Inderjeet singh sodhi . Prof & head local . The speaker was Dr. K. Kandimuthu Assistant Professor of Economics , JNRM .
He spoke on the role of NSS & various programmes of NSS volunteer in rural development . he cited many e.g of youth leader like Rajendra singh called as waterman of India
The next speaker Shri Kundan lal district youth co-ordinator NYK in youth & community development they also provide district level programme & said that their aim is to change the thinking of the youth & involve them in the development process
The second day of the national workshop on “Rural Development And Youth: began with the first session chaired by Dr. N. Francis Xavier, principal JNRM. The 1st speakers of the session was Dr. R.N Rath OSD, Law college. He detailed the gathering with the various schemes, yojana made for the youths and further said that if youth are empowered , they can contribute more to the growth & development of the society & the country at large. Youth must be Vibrant & conscious about their right & must form group among themselves, involving themselves in the rural development. As mere idleness will waste the self future & the Nation’s future too. Talking about A & N island he said that youth should come out with innovative ideas & that must be explored .so youth can exploit & explore to create self employment.

The 2nd Special speaker of this session was Dr. Swapan kumar Biswas co-ordinator Associate Professor , Dept. Of political science , JNRM who presented his paper on tribal youth & their role in rural area development where he spoke on various different tribal issues & said according to 2016 Data we have 28160 A & N Tribals. He also inform the gathering about special center assistance budget for tribal . They too have their co-operative society like EHL in Nicobar group of island. Tribal youth are also provided with scholarship for further studies but still attention is to be given for their further training to be imparted as many prominent post lay vacant because of the lack of training.
He concluded by saying that 90% forest is where the Tribals are living therefore that has to be developed for the overall growth of the society , island & the country at large .

The third speaker of this session was Dr. N. Lakshmi, HOD , HINDI, ANCOL. She presented her paper on “Women Empowerment & Rural Development” she inform the gathering about various women schemes & how women can use their knowledge to empower other women in their surroundings & society she also apprise the gathering by talking about Dr. Vartika Nanda , who took an initative to visit Tihar Jail & empowered those women inmates to write down their feelings . She also did interactive session of what really is the meaning of women empowerment and concluded that women needs the support of their counterpart to empowered themselves & other women.

The second session was chaired by Dr. N Rajavel, HOD, commerce JNRM . the 1st speaker was Dr. Vivek kumar Sahoo, Assistant Professor ,JNRM .He presented his paper on Health-role of Youth and said that health must be physically socially and mentally fit in order to carry out better development . He also spoke on diseases and its various types informing us about the ranks of various diseases and how we should take precaution against them as the sayings ‘Health is wealth’ &’ Prevention is better than cure’ .

The next speaker Dr. S. Jaykumar , Associate Officer NCC ( major) Head and Associate Professor , Botany JNRM detailed the gathering on ‘NCC contribution to Rural Development & National building ‘ & said that NCC has two wings Army & Naval & how through the various activities and services the NCC youth renders in and around the country adds to national building . NCC youth also received medals of their valour and bravery abroad. He informed that the aim of NCC is to make youth serviceable for the Nation & its motto is unity and discipline . NCC Cadets are also used to stand –by with army & pass them arms & ammunition. They also helps in disaster management & relief , disease awareness , awareness creation was also made in JNRM on E- payment by NCC cadets.
The last Special speakers Dr. Anjani kumar srivastav , Associate Professor Dept. Of Hindi JNRM spoke on’ Youth leadership and Student Organisation’ and said that youth has the strength to develop society and country at large , talking about ABVP, He said that Student Power is Nation Power , we should channelize the youth energy . He emphasised that youth is the time for leadership.
Each session of the three -day workshop was concluded with discussion on future india & the role of youth in rural development where participants actively participated and gave their suggestions.

The third day of the workshop we reached wandoor panchayat where Dr. Swapan K. Biswas address the gathering about the workshop & its expected result & outcome . the 1st speakers was Prof. Inderjeet singh Sodhi professor & head local governance RGNIYD Tamilnadu . He informed the gathering about RGNIYD and the various training programs carried out in it apart from the course it offers .
The second speaker Shri Kundanlal District Youth Coordinator NYK PortBlair,spoke on how NYK has contributed in Rural Development by involving NGOs youths SHGs and other women organisation in its various developmental programme.
The third speaker Dr. Kandimuthu, JNRM said that India’s identity lies in its villages therefore for Nation’s development, youth should connect themselves with villages to developed them into smart villages.
The Wandoor Pradhan Mr. Ram Bala apprise the gathering with the various works of the Panchayat in developing its surroundings and to train the youth and women in areas of tourism, fisheries and agriculture. They also deal with issues like The appropriate age for marriage and serious punishment is given to those who breaks this law.
The samiti member Madam Subadasi Shil ,spoke about their works in the Panchayat is to advise the local pa rents to send their wards in the rural government school for their good, convenience and better development.
Then Dr. N Francis Xavier, Principal ,JNRM informed the gathering that villages in A & N Islands are clean and good than villages in other parts of the country. He concluded that success of such Rural Development programme lies in the commitment of the youths and are meant to sensitize them.
The last but not the least session prior to the valedictory function was filled with discussions and sharing of experience by the participants and Madam Minothi Biswas Ex-Adhakshaya Zilla Parishad too gave her ideas on Rural Development that how it adds to the development ,and said that she felt blessed to be a part of the programme as invited in it. The Chief Guest of the concluding session was Shri Som Naidu ,Director , Rural Development , ,A & N Admn.
The workshop comprises eight speakers as the Resource Persons namely Dr R N Rath ,Principal (Retd) MGGC,Mayabunder,Dr S Jayakumar,Head and Associate Professor,NCC(Major),JNRM,Dr. Kandimuthu, Assistant Prof JNRM,Dr. Santosh Kumar Jha, Assistant Prof,JNRM,Dr. Vivek Sahoo, Assistant Prof,JNRM,Dr. N . Lakshmi, Assistant Prof. ANCOL, Shri Kundanlal, District Coordinator, NYK, Port Blair and Smti. Minothi Biswas ,Ex-Adhayksha,Zilla Parishad, South Andaman. Rest of the speakers above spoke specially out of their will and interest on the topic.Report of the Rapporteur Ms. Scholastica , Faculty , English delivered details on three day TOT programme .
